At their meeting on 28 February 2018 the members of the Verkhovna Rada Committee on Construction, Urban Development, Housing and Communal Services unanimously supported and finalised the revised bill No 6081 “On regulation of urban development activities" with regard to creating better investment opportunities in the sphere of generation of renewable energy” for the second reading (http://w1.c1.rada.gov.ua/pls/zweb2/webproc4_1?pf3511=61140).
The bill drafted by the State Agency on Energy Efficiency and Energy Saving of Ukraine and Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety will resolve the problem of ineffective reservation of capacities required to connect RES facilities to the electrical grid.
“By now 4.2 GW of the total of 4.5 GW of capacities of the renewable energy facilities have been reserved for grid connection. The main problem is the perpetual technical specification for connecting RES facilities to the grid”, Sergiy Savchuk, Head of State Agency on Energy Efficiency and Energy Saving of Ukraine noted.
“We have to limit the effective term of technical specification. Initially the draft law provided for 3 years period. Now, having considered proposals by the UWEA and finalised the bill for its second reading, we decided to extend the effective term of technical specification to 5 years from the date of issue” Sergiy Savchuk said, presenting the bill at the Verkhovna Rada Committee’s meeting.
This decision is based on different time schedules required for developing and constructing different power plants generating electricity from different RES. In particular, for wind energy projects, a period is envisaged for measuring on-site wind resources (+1 year) and compulsory ornithological research (+1 year).
