As Ukraine enters the third year of full-scale war with russia, the country's wind energy sector, though progressing slowly, continues to evolve. While 2024 has seen relatively modest new wind capacity additions compared to 2023, companies remain committed to advancing projects in Central and Western Ukraine, attracting international investment, and contributing to a more resilient and energy-independent future. These developments are detailed in “Ukraine’s Wind Power Market” Overview 2024, a comprehensive annual report, recently released by the UWEA. Far more than just a statistical report, the UWEA Overview offers an in-depth analysis of the sector’s performance over the past year, key challenges, and strategic directions for future growth. The 2024 Wind Power Market Overview was prepared in collaboration with legal firms Asters and Altelaw, both UWEA members. The report provides a structured analysis of: Major wind energy trends in Europe and globally Ukraine’s...

The Clean Industrial Deal introduces concrete measures to turn decarbonization policies into a catalyst for industrial growth and economic resilience. These measures include lowering energy costs, creating high-quality jobs, and fostering a business-friendly environment. At its core, the Deal is designed to strengthen every stage of the industrial value chain, with a particular emphasis on: Energy-intensive sectors such as steel, metals, and chemical...
On 21 February 2025, the UWEA launched the first in a series of professional online events scheduled for the year. The webinar focused on the quality of wind turbine foundations - an essential element in the construction of modern wind energy facilities. Given Ukraine’s complex geological conditions and diverse soil types, selecting optimal foundation solutions is critical for developers, construction companies, and wind farm operators. The event featured speakers from UWEA member companies, including BUREAU VERITAS UKRAINE, Sika Ukraine LLC, and MC-Bauchemie Ukraine. During the webinar, industry experts underscored that foundation quality directly impacts the stability, longevity, and safe operation of wind energy installations. Andriy Konechenkov, Chairman of the UWEA Board and webinar moderator, emphasized in his opening remarks: “Inadequate foundation quality control can lead to uneven settlement of structures, premature wear, or even turbine failure.” Key topics covered...
On 17 February 2025, the Chairman of the UWEA Board, Andriy Konechenkov, visited the town of Borodianka, Kyiv region, to inaugurate a 15 kW autonomous solar power plant installed at the Kazka Kindergarten. This solar system was deployed under the #Renewables4Ukraine initiative, launched by the World Wind Energy Association (WWEA) and the Global100RE platform, in partnership with UWEA. The project was funded by the Finnish non-profit organization EKOenergy, with additional support from the Vidvazhnykh (Brave) charity organization. This marks the second successfully completed solar installation in Borodianka – a town that suffered severe destruction during the full-scale Russian invasion in 2022. The installation was carried out by specialists from Green System LLC. According to Andriy Konechenkov, this solar power system is the largest one installed under the #Renewables4Ukraine initiative in Irpin, Borodyanka, and other affected cities: “This is a real alternative to diesel...
On 19 February 2025, the UWEA, in partnership with Green Deal Ukraїna, the EUEA, and IMEPOWER, hosted a closed-door online discussion focused on unlocking private investments in Ukraine’s renewable energy sector. The event gathered key industry leaders, government officials, and financial institutions to address the urgent challenges facing investors in Ukraine. Private investment is the foundation of Ukraine’s “green” energy transition, yet the 2024 pilot renewable energy auctions exposed major market weaknesses: limited access to financing, high war-related risks, and regulatory instability, all of which continue to deter capital inflows. In response, UWEA and EUEA have initiated the creation of a Minimum Price Guarantee Fund - a strategic financial mechanism aimed at fostering a predictable and competitive investment environment for renewable energy in Ukraine. Industry experts, including representatives from the EBRD and the European Commission, explored practical...
The Ukrainian Wind Energy Association (UWEA) and the Swedish Wind Energy Association (SWEA) have signed a Memorandum of Understanding (MoU) to enhance collaboration in wind energy development. The agreement aims to leverage Sweden’s expertise and investment potential to support Ukraine’s energy transition and post-war recovery. Recognizing the critical role of wind energy in ensuring energy security and achieving sustainability goals, the MoU outlines key areas of cooperation, including knowledge exchange, joint research, policy support, and investment facilitation. The partnership will prioritize both onshore and offshore wind energy projects, which are vital to Ukraine’s long-term energy independence. Andriy Konechenkov, Chairman of the UWEA Board, stated: “The signing of this Memorandum marks an important milestone in strengthening Ukrainian-Swedish cooperation in wind energy development. Sweden has long been a leader in renewable energy, and its experience,...
On 07 February 2025, Andriy Konechenkov, Chairman of the UWEA Board, and Yevhenii Kontorshchykov, UWEA’s analyst, visited Myrhorod to inaugurate an autonomous solar power plant installed at Preschool Educational Institution No. 12 “Svitlyachok.” The institution, which accommodates 185 children, is now equipped with a 10.4 kW rooftop solar PV system and a 12 kWh battery storage unit. The solar system was installed as part of the #Renewables4Ukraine initiative launched by the World Wind Energy Association and the Global100RE Global Platform in cooperation with the UWEA. The project, worth €18,000, was funded by a charitable donation from the Finnish non-profit organisation EKOenergy to support Ukraine's social infrastructure during the war. According to Chairman of Myrhorod City Council Serhii Solomakha, the solar power plant will not only enhance the kindergarten’s energy security but also provide children with an environmentally friendly learning space, aligned with...
On 07 February 2025, President of Ukraine Volodymyr Zelenskyy signed Law No. 4213-IX, officially titled “On Amendments to Certain Laws of Ukraine in the Energy and Heat Supply Sectors to Clarify Provisions Related to Martial Law in Ukraine” (registration No. 9381). This long-anticipated legislation introduces several key market provisions. The law addresses market abuse in the wholesale electricity market, disclosure of insider information, penalties for violations, electricity imports, cogeneration plant status, licensing, active consumers, green auctions, and more. However, one of its most significant provisions is the introduction of the capacity booking/reservation service, a game-changing measure for the Ukrainian energy market. Key Provisions: Capacity Booking Service – A new service provided by the TSO (NPC Ukrenergo) that allows developers to book technical solutions for the grid connection scheme of their generating capacities for up to two years....
On 04 February 2025, Oschadbank (Ukrainian bank) announced the signing of multiple agreements with Eco-Optima Group to finance the construction of the Sokalska Wind Farm, a 39.9 MW project in Lviv region. This milestone marks the beginning of a strong collaboration between Eco-Optima and Oschadbank....
DTEK, the parent company of DTEK Renewables, UWEA’s member, has announced the largest-ever investment in Ukraine’s energy sector—€450 million—to complete the Tyligulska Wind Farm. Under the agreement, banks will provide €370 million in loans, guaranteed by Denmark’s Export and Investment Fund (EIFO), the majority of which will finance the purchase of 64 Vestas EnVentus V162-6.0 MW turbines. The remaining project cost will be covered by DTEK’s own funds. This agreement accelerates construction, as the company has already installed cable networks and foundations. The number of turbines in the expanded wind farm will increase from 19 to 83, and its capacity will quadruple—from 114 MW to 500 MW. Once fully operational, the Tyligulska Wind Farm will generate 1.7 TWh of electricity annually, enough to power 900,000 Ukrainian homes—equivalent to the energy needed to charge every smartphone in the EU for a year, according to the company’s press release. ...
