On 30 September 30, 2026 became a decisive day for the renewable energy sector: the long-awaited pilot auction for the allocation of the state support quota for new wind power plants was completed in the electronic trading system “Prozorro.Sale”.
The path to the full launch of competitive bidding lasted for years. The first parameters of the annual quotas that were considered and set at the beginning of the reform were extremely limited. The situation changed fundamentally thanks to the Law of Ukraine No. 4777-IX adopted by the Verkhovna Rada, the main innovation of which is the transition from Contracts for Difference (CfD) to the “pure” market premium model (Feed-in Premium, FiP), and Resolution No. 508-r of the Cabinet of Ministers of Ukraine dated May 27, 2026, by which the Government significantly revised the annual support quota, increasing the total volume of the auction to a record 1,000 MW. Of this amount, the lion’s share, namely 700 MW, was allocated specifically for new wind generation projects. The market immediately responded to the positive changes in legislation.

Record competition and results of the September 30 auction:
- Significant investor interest: 93 bids with a total capacity of 1.218 GW were submitted for the offered 700 MW quota by 9 leading companies (demand exceeded the established quota by 1.74 times).
- Significant price reduction: competition reduced price offers to a range from 2.98 to 7.59 euro cents/kWh, against a ceiling price of 8 euro cents.
- Final parameters: the 700 MW quota was fully selected at 7.40 euro cents, while the weighted average price of the winning bids amounted to approximately 5.93 euro cents/kWh.
Expected winners (8 companies):
- 300 MW – “Naftogaz WPP”
- 162 MW – “Mosty Odesa 1”
- 80 MW – “Prime Storage System”
- 72.4 MW – “Energy RTB 9”
- 57.6 MW – “Artsyzka WPP”, “Artsyzka WPP-2”, “Kiliyska WPP”
- 28 MW – “Ovids Nors”
