The event was attended by representatives of the Verkhovna Rada of Ukraine, central executive bodies, international organizations, business, the scientific community, civil society and specialized associations, namely the Ukrainian Hydrogen Council and UWEA.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2048\" height=\"1152\" src=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522617677_1217659210372351_8869978301925483524_n-edited.jpg\" alt=\"\" class=\"wp-image-8258\" srcset=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522617677_1217659210372351_8869978301925483524_n-edited.jpg 2048w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522617677_1217659210372351_8869978301925483524_n-edited-300x169.jpg 300w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522617677_1217659210372351_8869978301925483524_n-edited-1024x576.jpg 1024w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522617677_1217659210372351_8869978301925483524_n-edited-768x432.jpg 768w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522617677_1217659210372351_8869978301925483524_n-edited-1536x864.jpg 1536w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/figure>\n\n\n\n<p class=\"has-text-align-justify has-text-align-justify\">The UWEA was presented at the event by the Chairman of the Board of the UWEA Andriy Konechenkov.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-align-justify\">The focus of the discussion was the framework draft law &#8220;On Amendments to Certain Laws of Ukraine on the Development and Use of Renewable and Low-Carbon Hydrogen&#8221; &#8211; the first systemic document in Ukraine that creates a legal and institutional framework for the production, transportation, storage and use of hydrogen, with the definition of the concepts of &#8220;renewable hydrogen&#8221; and &#8220;low-carbon hydrogen&#8221;, the introduction of guarantees of origin, a hydrogen registry, support mechanisms and relevant powers of regulators. The document is harmonized with European directives and standards.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2048\" height=\"1152\" src=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/521643668_1217659207039018_5446160741288879030_n-edited.jpg\" alt=\"\" class=\"wp-image-8265\" srcset=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/521643668_1217659207039018_5446160741288879030_n-edited.jpg 2048w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/521643668_1217659207039018_5446160741288879030_n-edited-300x169.jpg 300w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/521643668_1217659207039018_5446160741288879030_n-edited-1024x576.jpg 1024w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/521643668_1217659207039018_5446160741288879030_n-edited-768x432.jpg 768w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/521643668_1217659207039018_5446160741288879030_n-edited-1536x864.jpg 1536w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/figure>\n\n\n\n<p>During the event, participants discussed a wide range of issues:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Technical accessibility for the integration of hydrogen infrastructure,<\/li>\n\n\n\n<li>Certificates of origin for hydrogen,<\/li>\n\n\n\n<li>Financing hydrogen projects,<\/li>\n\n\n\n<li>Creating hydrogen valleys,<\/li>\n\n\n\n<li>Training personnel for a new energy ecosystem and a new market segment,<\/li>\n\n\n\n<li>The role of international cooperation in developing hydrogen export potential to the EU.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-text-align-justify has-text-align-justify\">The position of the UWEA is quite clear: &#8220;green&#8221; hydrogen is renewable energy in action. That is, the sources from which this hydrogen is produced must be 100% renewable &#8211; wind, solar, biomass and hydropower.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2048\" height=\"1152\" src=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522536795_1217659100372362_2173986181458363911_n-edited.jpg\" alt=\"\" class=\"wp-image-8262\" srcset=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522536795_1217659100372362_2173986181458363911_n-edited.jpg 2048w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522536795_1217659100372362_2173986181458363911_n-edited-300x169.jpg 300w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522536795_1217659100372362_2173986181458363911_n-edited-1024x576.jpg 1024w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522536795_1217659100372362_2173986181458363911_n-edited-768x432.jpg 768w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/522536795_1217659100372362_2173986181458363911_n-edited-1536x864.jpg 1536w\" sizes=\"auto, (max-width: 2048px) 100vw, 2048px\" \/><\/figure>\n\n\n\n<p>\u201cSpeaking of the hydrogen economy, we must remember: its foundation is renewable energy sources. They ensure ecological cleanliness and climate responsibility of production. Considering that Ukraine has already adopted such strategic documents as the National Energy and Climate Plans for the period up to 2030 and the National Action Plan for the Development of Renewable Energy up to 2030, I believe that the proposed framework law on the hydrogen market should be coordinated with these basic documents,\u201d Andriy Konechenkov noted in his speech.<\/p>\n\n\n\n<p>The participation of the UWEA in this dialogue is a reminder: the development of wind energy is not only part of the energy transition, but also a key element in the formation of a hydrogen economy in Ukraine. Therefore, the UWEA expresses its gratitude to UNDP in Ukraine and the Green Energy Recovery Program for the initiative, professionalism and sustainability in promoting clean energy and strategic solutions for the energy transformation of Ukraine.<\/p>\n\n\n\n<p>Based on the results of the event, a consultation process will be launched with the involvement of experts, authorities, associations and business representatives.
