This framework document, developed by the Ministry together with the World Bank, sets out the pathways for Ukraine&#8217;s long-term recovery.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">According to the presentation, energy is a fundamental component of economic resilience, and renewable energy has been officially designated as one of the nine priority sectors with the highest potential for attracting foreign direct investment.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">In order to realise this potential, the authors of the Strategy identify a number of mandatory market and regulatory steps:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Liberalisation and market conditions.<\/strong> The document emphasises the need to liberalise the wholesale market, gradually abolish special obligations (PSO) and transition to market-based electricity tariffs. Priorities also include resuming &#8220;green&#8221; auctions, settling the accumulated debt and achieving full integration with the EU energy market.&nbsp;<\/li>\n\n\n\n<li><strong>Reducing investment risks.<\/strong> To attract private capital, the government will expand its de-risking instruments, among which the RAMP UP programme is highlighted specifically for investments in renewable energy sources.&nbsp;<\/li>\n\n\n\n<li><strong>Decentralisation.<\/strong> Direct investment in decentralised generation is identified as the main tool for ensuring a stable and resilient energy supply.&nbsp;<\/li>\n\n\n\n<li><strong>Priority projects.<\/strong> Wind energy holds leading positions in the indicative list of key government projects. A separate, important emphasis is placed on grid balancing &#8212; energy storage projects are singled out as a strategic priority with a total budget of USD 1 billion.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/img_1415-1024x576.jpg\" alt=\"\" class=\"wp-image-8318\" srcset=\"https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/img_1415-1024x576.jpg 1024w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/img_1415-300x169.jpg 300w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/img_1415-768x432.jpg 768w, https:\/\/uwea.com.ua\/wp-content\/uploads\/2026\/06\/img_1415.jpg 1166w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><strong>Andriy Konechenkov, Chairman of the UWEA Board, commented on the strategy:<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-justify\">&#8220;<em>Building the &#8216;Economy of the Future&#8217; is impossible without a resilient, decentralised energy foundation. The Strategy must take into account that renewable energy is not merely an environmental trend, but a matter of our national security and an industry for billions in investment.
