DEVELOPING UKRAINE’S HYDROGEN MARKET: A GREEN LIGHT FOR WIND ENERGY

On July 21, 2025, Kyiv hosted a high-level roundtable “Regulation of the Hydrogen Market in Ukraine: Presentation of the Draft Law and Next Steps”, organized by the United Nations Development Programme (UNDP) in Ukraine.

The event brought together representatives of the Verkhovna Rada of Ukraine, central executive authorities, international organizations, the business community, academia, civil society, and key industry associations — including the Ukrainian Hydrogen Council and the Ukrainian Wind Energy Association (UWEA).

The UWEA was represented by its Chairman of the Board, Andriy Konechenkov.

At the core of the discussion was a new draft framework law “On Amendments to Certain Laws of Ukraine Regarding the Development and Use of Renewable and Low-Carbon Hydrogen.” This is Ukraine’s first systemic legislative initiative aimed at establishing the legal and institutional foundations for the production, transportation, storage, and use of hydrogen. It introduces key definitions such as “renewable hydrogen” and “low-carbon hydrogen,” along with a system of guarantees of origin, a hydrogen registry, support mechanisms, and regulatory powers. The draft is aligned with relevant EU directives and standards.

Throughout the event, participants explored a broad range of topics, including:

  • Technical feasibility for integrating hydrogen infrastructure;
  • Hydrogen certification and guarantees of origin;
  • Financing hydrogen projects;
  • Development of hydrogen valleys;
  • Workforce development for the emerging hydrogen economy;
  • The role of international cooperation in unlocking Ukraine’s hydrogen export potential to the EU.

The UWEA’s position is clear: green hydrogen means renewable energy in action. This means that the energy sources used in hydrogen production must be 100% renewable — wind, solar, biomass, and hydropower. “When we talk about the hydrogen economy, we must remember that it is built on renewable energy. Only renewables ensure the environmental integrity and climate responsibility of hydrogen production. Considering Ukraine has already adopted strategic documents such as the National Energy and Climate Plan to 2030 and the National Renewable Energy Action Plan to 2030, the proposed hydrogen framework law must be aligned with these cornerstone strategies,” — emphasized Andriy Konechenkov during his remarks.

The UWEA’s participation in this dialogue serves as a reminder: the development of wind energy is not only an integral part of Ukraine’s energy transition — it is a cornerstone for building a sustainable hydrogen economy. We extend our sincere thanks to UNDP in Ukraine and the Green Energy Recovery Programme for their initiative, professionalism, and commitment to advancing clean energy and long-term strategic solutions for Ukraine’s energy transformation.

Following the event, a consultation process will be launched involving experts, government agencies, associations, and business representatives. A working group will be established to refine the draft law before it is submitted to the Verkhovna Rada of Ukraine for consideration.
