On August 21, 2026, JSC “Guaranteed Buyer” officially announced three online auctions scheduled for September to allocate support quotas for new renewable energy facilities. The total capacity offered across the tenders amounts to 850 MW.
The launch of these auctions was enabled by the Government’s decision of May 27, 2026 (Resolution No. 508-r). This document substantially increased the annual support quota for new RES projects in 2026 from the initial 330 MW to 1,000 MW. The bidding will take place via the “Prozorro.Sale” electronic trading system.
“We are grateful to the Ministry of Energy of Ukraine for increasing the annual quotas and unlocking real opportunities for new RES projects deployment. The 700 MW quota for wind power and incentives for deploying energy storage systems are precisely the solutions that Ukraine’s power system needs today for safe and reliable operation amid modern challenges,” emphasized Andriy Konechenkov, Chairman of the UWEA Board.
Quota Allocation and Auction Conditions:
- Wind Power Generation (Quota — 700 MW):
- Auction Date: 30 September 2026;
- Price Cap: 8 EUR cents per 1 kWh.
- Solar Generation with Energy Storage Systems (Quota — 100 MW):
- Auction Date: September 25, 2026 (starts at 12:00);
- Price Cap: 12 EUR cents per 1 kWh;
- Technical Requirements for BESS: The installed capacity of the storage system must be at least 80% of the SPP’s installed capacity, with a minimum storage duration of 2 kWh per each 1 kW of capacity;
- Special Conditions: Support is provided exclusively during specific time intervals (from 00:00 to 11:59 and from 14:00 to 23:59).
- Solar Generation without Mandatory BESS (Quota — 50 MW):
- Auction Date: September 25, 2026 (starts at 12:40);
- Price Cap: 8 EUR cents per 1 kWh.

Eligible Regions: winning projects can be developed across 13 regions of Ukraine (Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Cherkasy, and Chernihiv regions) and the city of Kyiv. Participation is not open to areas of active hostilities and temporarily occupied territories.
