WIND ENERGY DEVELOPMENT CONCEPT UNTIL 2030 – a document authored by UWEA that outlines the key reforms that must take place in the market to ensure the possibility of further development of the wind energy sector in Ukraine.
At the level of state authorities, UWEA articulates the need for the following reforms:
- Ensuring transparency, competition, and absence of debts in the electricity market.
- Abandoning non-transparent incentives and support exclusively for state-owned generating companies in nuclear and large hydropower.
- Strengthening the institutional capacity of NEURC and the Antimonopoly Committee of Ukraine for quality work in regulation, supervision, and investigation of abuses in the electricity market.
- Ensuring support mechanisms for wind energy projects at a level no less attractive than in EU countries.
- Implementing a system of guarantees against political risks.
- Ensuring the simplest and most transparent mechanisms for project development in accordance with the most favored nation regime and “overriding public interest.”
Ensuring stability of technical solutions for grid connection, which is particularly an important factor for the transparency of capital expenditures (CAPEX) of wind energy projects.
