On September 9-10, 2025, the Ukrainian Wind Energy Forum 2025 was held in Lviv, at the local BankHotel hotel, organized by the Ukrainian Wind Energy Association (UVEA) with the support of the Ministry of Energy of Ukraine, the Lviv Regional Military Administration, the State Enterprise “Guaranteed Buyer” and WindEurope. The general partner of the event was the Danish equipment manufacturer and one of the leaders of the global wind energy industry – Vestas.
This event became the first major offline wind energy forum in Ukraine after the COVID-19 pandemic and Russia’s full-scale invasion of the country, thus becoming a symbol of the industry’s resilience and the market’s readiness to move forward, despite the challenges. The forum brought together more than 300 participants from Ukraine and Europe – representatives of the government, international institutions, investors, banks, developers, equipment manufacturers and logistics companies.
The Forum was opened by the Chairman of the Board of the Ukrainian Wind Energy Association Andriy Konechenkov, who emphasized that the development of wind energy today is “not only a matter of economy or climate, but above all a matter of national security.” “The wind cannot be stopped. It is also impossible to stop Ukraine’s desire to be an independent and energetically strong state,” he emphasized.
Welcoming speeches were also delivered by the First Deputy Minister of Energy of Ukraine Artem Nekrasov, the Head of the Lviv Regional Military Administration Maksym Kozytskyi, the Regional President of Vestas José Luis Jimenota, and the CEO of WindEurope Giles Dixon.
A special moment was also the video address of the European Commissioner for Energy Dan Jorgensen, who stated: “The wind is on our side. And now is the time to join this movement. With the support of the EU, Ukraine is moving towards greater energy security, sovereignty, and a competitive “green” economy.”
Following the opening, the day was filled with six thematic sessions that covered the full range of key issues in the development of wind energy in Ukraine — from the strategic role of wind in energy security and integration into the European market, to financing, logistics, operation and maintenance, development and structuring business deals. Each of these discussions became a unique platform for the exchange of knowledge and experience between Ukrainian and international experts, representatives of the government, financial institutions, developers and technology companies. Speakers included heads of leading companies and banks, representatives of European associations and government bodies, as well as international investors and technology leaders. The wide range of topics and the professional level of the speakers helped to highlight not only the complexity of the tasks facing the industry, but also showed that the Ukrainian market is ready for systemic dialogue and practical solutions necessary for its scaling even in wartime.
A special event of the Forum was also the exclusive presentation of a unique Danish project aimed at forming a regulatory framework for the renewable energy sector in Ukraine and developed by the Danish consulting companies COWI and Viegand Maagøe in cooperation with UVEA with the support of the Danish Energy Agency and the Ministry of Energy of Ukraine within the framework of the Ukrainian-Danish Energy Partnership Program.
Publicly presented for the first time in Lviv, this project provides a thorough assessment of the current legislation and permitting procedures for onshore wind farms, identifies barriers that hinder the development of the industry, and offers specific recommendations taking into account the experience of Denmark and EU countries in transposing the provisions of the EU RED III Directive into Ukrainian legislation.
The second day was the culmination of the event, when participants were given a unique opportunity to go outside the conference room and see with their own eyes the results of the efforts of Ukrainian developers during the war. Technical tours to the Skolivska wind farm in Lviv region and to the Ostrovsky wind farm in Transcarpathia showed not only the scale of investments and modern technologies, but also, most importantly, the invincibility of the Ukrainian energy industry. Both stations were built and put into operation after the start of the full-scale invasion, proving that even in the most difficult conditions it is possible to implement large infrastructure projects, demonstrating the real capabilities of the market: from the willingness of investors to take risks and invest, to the professionalism of engineers and builders who ensure the reliability of the projects.
