On February 22, 2024, the Ministry of Energy of Ukraine gathered representatives of local authorities, energy companies as well as energy project developers and international partners, to present the Catalogue of Critical Technologies for the Energy Sector of Ukraine (hereinafter – the Catalogue), developed in cooperation with the Danish Energy Agency. Andriy Konechenkov, Chairman of the UWEA Board, was among the participants of the ministerial event ‘‘Critical Technologies for the Energy Sector of Ukraine’’ and learned about certain technological solutions that are most relevant to Ukraine’s needs firsthand.

Herman Galushchenko, Minister of Energy of Ukraine:  ‘‘The massive russian air attacks on the Ukrainian energy infrastructure provide compelling evidence of the need to decentralize the system and increase the capacity of distributed power generation. Therefore, the Catalogue includes a technologies of fast-tracking implementation to develop such type of generation and improve the security of electricity supply.’’ Mr. Minister also noted that the Danish-Ukrainian cooperation is once again being turned into real actions and measures: at first, Denmark became the first donor to the Energy Support Fund for Ukraine, which allowed us to start purchasing the necessary energy equipment, and now it is at the origins of this Catalogue.

Overall, the Catalogue provides for 20 technological solutions, including onshore wind, that are necessary for increasing the capacity of distributed generation in the country. This document can definatelly serve as a guide while choosing appropriate type of electricity generation technologies, both for large industrial projects and small-scale solutions for households. It provides a broad description of each technology, its vulnerability status to russian missile and drone attacks, the timing and stages of its implementation, the impact of winter, and, most importantly, the weighted average cost of the specific technology.

Lars Aagaard, Minister of Energy of Denmark: “It is crucial during the heating season to enhance security of supply, and this Catalogue shows how to do this. I hope that it will be useful for the Ukrainian people and will push other countries to provide assistance to Ukraine more effectively.” 

According to the Ministry of Energy of Ukraine, the Catalogue will be constantly updated, improved and expanded depending on the specific needs of Ukraine.

UWEA has also been cooperating with Danish partners for many years to come and jointly develop various solutions for the large-scale deployment of wind power in Ukraine, both onshore and offshore. So, it believes that this Catalogue can encourage not only large energy companies but also households to develop distributed generation more actively. Andriy Konechenkov: ‘‘At the same time, in order to accelerate the large-scale expansion of renewables, in particular wind and all other technologies listed in the Catalogue, a number of important issues such as the exciting indebtedness need to be resolved. This problem is of a high-priority not only for ‘‘green’’ electricity producers, but for all energy market players. The settlements with electricity producers will open up new investment opportunities to restore the energy structure, decentralize generation and transit to clean, and carbon-neutral energy technologies.’’
