On November 12, 2025, Olga Savchenko, the Head of the UWEA Legal Committee and a partner at Altelaw&Sempra, spoke at the Third Conference of the Communities “Strengthening Ukraine: Sharing Knowledge for a Sustainable Future” (Third Conference of the COMMUNITY “Strengthening Ukraine: Sharing Knowledge for a Sustainable Future”), as part of the panel “Mutual Resilience: Dialogue between Ukraine, the Southern and Baltic Countries on Energy Transition and Security”.

The representative of the Ukrainian Energy Agency announced that the Ukrainian power system has shown unprecedented resilience: it became the first in Europe to operate in isolated mode for three weeks during the war and successfully synchronized with ENTSO-E. In conditions where the Russian invasion exposed the vulnerability of the system dominated by nuclear and thermal fuels, it was renewable energy, in particular wind, that changed the decisive role in increasing its resilience and ensuring electricity supply to consumers.

During her speech, Ms. Savchenko outlined the key mechanisms introduced to accelerate the development of RES construction: simplification of land allocation and rezoning, capacity booking, cable-pooling mechanism and tools for rapid implementation of energy storage systems. She also emphasized the importance of implementing national energy plans, as they contain the calculated indicators of energy system restoration, and stressed the need to include equipment for new wind farms in the list that will receive VAT and import duty benefits.

“It should be noted that the new national strategy is not just a plan for the future, but an active reality: new wind farms are now being planned and built throughout Ukraine, with a significant emphasis on the central and western regions,” emphasized the Head of the Legal Affairs Committee of the UWEA.

She concluded her speech by emphasizing that the future of Ukrainian energy is through decentralization, withамозабезпеченням, розвитком енергетичних спільнот та публічно-приватним партнерством.
